Four of the last five Gulf entry plans I have been asked to review opened with a channel mix and never mentioned the trade licence, the payment rail, or the regulator who decides whether the campaign is lawful. In this region that order is backwards and it is expensive: media bought against a Saudi checkout that does not accept mada loses a large share of card conversion before creative is even a question, and no amount of optimisation recovers it. Before media, the gate list: Entity and licence. Mainland or free zone, and specifically whether your free zone permits you to market to and invoice UAE residents, which several do not in the way founders assume they do. VAT registration. ZATCA e-invoicing if you will bill inside Saudi Arabia. Arabic-language consumer terms wherever the law requires them. Payments. mada acceptance in the Kingdom, Tabby and Tamara instalments, Apple Pay, and how much of your category still settles in cash on delivery. This is not a finance footnote. It determines which audiences you can profitably acquire, and therefore it determines the plan. Category permission. For virtual assets, the VARA marketing rulebook and its mandatory risk disclaimer on anything that reaches Dubai, plus Google's advertiser certification for crypto and Meta's written permission, both of which take weeks and neither of which your media agency will begin for you. For fundraising, the permit regime under the UAE's fundraising law and, in Dubai, IACAD approval, since soliciting donations online without one is not a grey area. For influencer work, the UAE Media Council licence on the creator's side and the Saudi authority's equivalent. Only after all of that does a channel appear in the document. Sequence: One city, one language, one payment rail, one channel, ninety days. Dubai is not a proxy for the Gulf and Riyadh is not a proxy for Saudi Arabia; Jeddah and the Eastern Province differ enough that the plan names which one the first test runs in and defends the choice. Arabic goes in at launch or not at all. A campaign that runs English-first and localises later teaches you something false about demand, and you cannot unlearn it inside the same account. The plan states what must be true at day ninety for a second market to open, in numbers, and what happens if it is not true. The answer to that is usually to stay in one market and fix the offer rather than to add Kuwait. Excluded: No agency selection or pitch management. That is separate work and it should not be run by the person who wrote the plan. No legal opinion. I map which permissions you need and who issues them; your counsel confirms it. I will tell you when the question needs a lawyer before it needs me, and in virtual assets that is often on the first call. No creative, no translation, no public relations. Say no to: Simultaneous launch across all six GCC states. I have not seen it work below eight figures of annual revenue and I will not write the plan for it. Companies wanting the plan before the entity exists. Half the recommendations hinge on which licence you hold, so the document would be fiction. I would rather wait eight weeks and be useful. Outbound is the same work reversed, a Gulf company entering the United States or the United Kingdom, and I take it in food and beverage and marketplaces only. For outbound virtual assets I decline outright.
