Zalo Ads and OA Growth for Vietnam, Built Under Decree 13

Two answers decide a Vietnam programme before a word of creative exists: which legal entity the Zalo Ads account and the Official Account sit under, and whether your processing of Vietnamese customer data has been filed under Decree 13. A ZNS message costs a few hundred dong and is read within minutes. An account suspended over an entity mismatch costs a quarter of the year, and the appeal is conducted in Vietnamese. Entity, billing and the filing: Zalo bills in dong and expects a Vietnamese business licence behind the account. Foreign advertisers usually route through an authorised agency, which changes who holds the OA, who holds the follower base, and who can take both back. The answer to that last question belongs in your contract with whoever operates the account. We set the structure so the OA and its followers stay with you when you replace us. Decree 13 requires a data-processing impact dossier lodged with the Ministry of Public Security, and where you have not lodged one we say so and stop. We do not accept the argument that nobody checks. The buy: Zalo Ads across feed video, article, website, product and lead-form placements, plus Zalo Network inventory outside the app, and Follow OA campaigns judged on cost per follower and the 30-day unfollow rate. Lead forms in Vietnam fill quickly and convert poorly. We treat a raw form count as a warning rather than a result and score leads against your CRM before scaling anything. For an importer or a dealer group the honest measure is leads that answered the callback, which typically runs around a third of the form volume, and we would rather agree that ratio with you in week two than defend it in month three. ZNS, and what we will not do with it: Zalo Notification Service is template-approved and transactional. Order status, appointment reminder, payment confirmation, document ready. Its open rates are exactly why people want to smuggle promotions into it. We do not. Rejected templates degrade the account and a suspended ZNS channel takes weeks to restore. Marketing goes through broadcast messages and ads, transactional goes through ZNS, and the line does not move because a campaign is behind target. Not included: Vietnamese localisation of your site or checkout. ZaloPay or VNPay integration. Community management of the OA inbox, which needs a Vietnamese speaker in local hours; we will name candidates but we will not staff it. We also do not run Meta alongside as a bundle. If Facebook is your main Vietnamese channel, hire someone whose practice is that, and use us for Zalo only. Who this is not for: Brands testing Vietnam with a budget they themselves describe as small. Nonprofits that want donation campaigns live before a Vietnamese payment rail exists, because the ads will work and the money will not arrive. Anyone who wants the OA held by an agency so that it stays somebody else's problem. How it runs: Structure and filing first, follower acquisition second, message cadence only after that, because broadcasting to 900 followers is a rounding error and broadcasting to 90,000 is a business. And a standing rule that anything the Zalo review team rejects reaches you with the rejection text attached, rather than being quietly reworked until it passes and never mentioned again.
