Between 20 and 45 percent of EU sessions arrive with analytics consent withheld, depending on banner design and sector; in German-speaking pharma I have measured 60. The work is not recovering those people. It is deciding in writing which questions your business will stop being able to answer, then building properly for the ones that remain. Where the loss actually comes from: Third-party cookie deprecation gets the attention. Consent refusal and Safari's intelligent tracking prevention cost more. A link-decorated first-party cookie is capped at 24 hours when the referrer is a known tracker domain, seven days otherwise, which means a 40 day travel booking window has no first touch left at conversion. That is a modelling problem, not a tagging problem, and no amount of server-side work repairs it. Teams that skip this distinction rebuild their stack and land in the same place with a larger bill. Consent architecture: The CMP in place, whether Cookiebot, Usercentrics or OneTrust, gets reviewed for signal quality rather than compliance theatre: does the TCF string actually reach the tags, is reject-all one click, and is the banner's own layout inflating a refusal rate you could legitimately halve. Consent Mode v2 in advanced setting needs volume to model against; below roughly a thousand daily ad-click events in a country, modelled conversions are noise dressed as recovery, and I will tell you to run basic and accept the hole. The line I do not cross: A first-party subdomain that retains identifiers a user declined is consent circumvention in an engineering costume. No fingerprinting vendors. No CNAME cloaking. No analytics product whose own documentation will not describe its method. If the plan depends on one of these we are not a fit, and the reason is that supervisory authorities publish their decisions and your brand sits in pharma or travel. What replaces the lost signal: Server-side collection on your own subdomain for the consented population, with a data map naming every field, its legal basis and its retention period. Conversion APIs with hashed first-party identifiers, deduplicated against browser events so recovered conversions are recoveries and not copies. Geo holdout tests as the ground truth layer: two matched cells, four to six weeks, designed so the read survives a mid-flight budget change, because it will get one. Marketing mix modelling only where 104 weeks of clean weekly spend exists; below that a model produces coefficients and they are fiction. By sector: Travel: long booking windows and multi-device research compound consent loss, so measurement moves to booking-date cohorts and the first touch is treated as modelled rather than observed. Logistics: corporate networks with locked-down browser policy, where the identity spine is the CRM rather than anything in the browser. Pharma: the HCP portal behind a login is the cleanest first-party asset most manufacturers own and the least instrumented. Patient-facing properties get the strictest treatment, with no advertising identifiers leaving the site at all. Deliverables: A measurement policy your data protection officer can sign, an implementation spec engineering can build from without a follow-up meeting, the data map, and a list of decisions that no longer have a measurable answer with the second-best evidence for each named. Not included: I do not author your DPIA and do not give legal advice; I work alongside counsel and write in the form they need to review. Implementation is scoped separately below the top tier. No CMP resale, no vendor commission. Who this is not for: Anyone looking to keep the old dashboard numbers alive. They are not coming back, and a strategy built to make them look intact fails at the first audit.
