Approval delays in Japan are rarely arguments about taste. They are two separate legal questions pushed through one undifferentiated queue, which is why a rough cut sits for eleven days and returns with forty comments, most of them about wording nobody has the authority to change. Since 1 October 2023 the Consumer Affairs Agency has treated undisclosed advertising as a misleading representation under the Act against Unjustifiable Premiums and Misleading Representations, and the order names the advertiser, not the creator who posted. Separately, anything said about a cosmetic has to sit inside the 56 permitted efficacy expressions under the Pharmaceuticals and Medical Devices Act. We build approval as two gates against those two questions, each answered inside 48 working hours, and we leave the rest of the content alone. Gate one, disclosure: Every deliverable is checked for a disclosure a Japanese viewer meets before the sales message rather than after it. On YouTube that means the paid promotion setting, a spoken line in the first sentence of the segment, and PR in the visible portion of the description, not the fifth line. On X and Instagram it means PR at the front of the caption, in Japanese, above the fold. Where a creator's agency has house wording, we adopt theirs and record which version was used. Gate two, claims: We maintain one claims matrix per SKU instead of reviewing each post from nothing. A row holds the claim in Japanese, the permitted expression it maps to, the substantiation on file with its date, and the phrase creators are asked to use when the intended claim will not survive. For cosmetics the matrix flags claims available only to a quasi-drug when your product is not one. For industrial clients, spec figures are checked against the current datasheet revision rather than the brochure. For game titles the same matrix carries the publisher's streaming guideline, the embargo timestamp in JST, and which build may appear on screen. What we do not review: The verdict. Pacing, humor, thumbnail, structure, the order the creator makes their points in, and whether a competitor gets mentioned. Comments falling outside the two gates are deleted before the file reaches the creator, including comments from your side. Clients find that part uncomfortable and it is the reason the workflow holds. How it runs: One named approver on your side with signing authority, one on ours. Two rounds, not open-ended. Outline at 72 hours, rough cut at 48, published-post check within 24 hours of going live. Bilingual review board in Notion, timecoded notes in Frame.io, and Chatwork where the creator's agency lives there rather than in Slack. Every decision is written in both languages, because the sentence argued about in month five is always the one that only ever existed on a call. What is not included: This is not a legal opinion and we are not a regulatory affairs consultancy. We work alongside your pharmaceutical affairs reviewer or introduce one in Tokyo; the matrix records their decision, it does not replace it. No post-publication takedown negotiation, no translation of your global brand book, no approval of paid media assets — usage rights are contracted separately and priced by medium and term. Who this is not for: Brands wanting approval rights over an opinion. Brands whose approval chain has nobody in Japan able to read the content and sign in the same week. Brands that send a script and expect it read as written.
